Access Accounting to release Reverse Charge VAT upgrade “within weeks”
Business and accounting software developer, Access Accounting has announced its intention to release Reverse Charge VAT functionality by the 1 December deadline set by the HMRC.
“Reverse Charge VAT will reduce the Treasury’s risk of being exposed to carousel fraud, but this does mean a more complex VAT regime for businesses who trade in these goods,” said Kevin Misselbrook, customer services director for Access Accounting. “We have a duty to our customers to help them to comply with the growing burden of regulatory compliance, which is why we’ve responded so quickly and scheduled this functionality to be released within the next few weeks.”
Reverse Charge VAT will affect business-to-business companies dealing in electronic goods including mobile phones, computer chips and processors, electronic storage media and electronic devices used for storing, processing or recording electronic data such as handheld devices and computers, GPS systems and games consoles.
In a recent article published online, Dennis Keeling, chief executive of the Business Application Software Developers Association was quoted as saying: “This is the biggest change in accounting software we have seen since 1993,” He continued to comment that the reverse charge and reporting requirements coincided with the introduction of electronic VAT returns, which will become available next year. He pointed out that developers were likely to release both sets of changes within the same upgrade, which for many could be as late as mid-2007.
Access Accounting, which was the first company to release SAF-T functionality free to all its customers in August, is already well underway with the imminent changes to the software. Kevin Misselbrook, commented, “It’s been reported in the press that developers are not going to have the functionality ready for some time but this doesn’t need to be so. The only significant part of the specification we’re waiting for from HMRC is the format for the Reverse Charge report, which companies will need to supply to HMRC on a quarterly basis. As this is likely to be XML based, we are confident that we have the tools and expertise to deliver this feature very quickly. Access Accounting partners with Commidea to offer credit card payment facilities
Software developer, Access Accounting has partnered with Commidea to offer credit card processing facilities to users of its award-winning Access Dimensions solution. Commidea has joined Access Accounting’s Alliance Integrator programme to link its online card payment systems, ICP and WinTi, with the accounting system’s Credit Card Processor module.
Stephen Wiggett, alliance partner manager for Access Accounting, commented, “Commidea’s card payment processing software will allow our users to minimise the amount of time spent processing transactions as funds can be collected from within Access Dimensions before orders are despatched.”

Reform includes £3,000 automatic penalties for non-compliance

More than 250,000 contractors will be affected by the forthcoming changes to the Construction Industry Scheme (CIS), which will come into place in just a month’s time. Contractors across the UK will need to ensure that information they hold on their sub-contractors is correct or face fines of up to £3,000 if they fail to submit accurate and timely returns to HM Revenue & Customs (HMRC) or provide monthly Sub-contractor Payment & Deduction Statements. The changes are all part of the Government’s move towards electronic transactions and to address the issue of counterfeit cards and certificates, bringing three government databases together to provide single records for each CIS contractor and sub-contractor.
Kevin Misselbrook, customer services director for Access Accounting and recently elected deputy chairman for BASDA* commented, “Every business that employs sub-contractors will need to have all their information up-to-date in order to comply with the new regulations. And this not only applies to the construction industry but also to other business sectors that employ sub-contractors – such as retail and local councils – where their average annual spend on construction is £1m or more. Today marks the countdown to the changes coming into force, with automatic penalties of up to £3,000 each month from October 2007, based on the number of sub-contractors employed.”

Access Accounting's customer services director is appointed as deputy chairman for BASDA
Kevin Misselbrook, customer services director for Access Accounting, has been appointed deputy chairman for the Business Application Software Developers Association (BASDA).
Kevin has been an active member of BASDA for more than eight years, serving on a number of the working parties. He was elected to the General Council in March 2001.
Kevin, who will also remain as customer services director for Access Accounting, commented, "It is a great honour to take up the role of deputy chairman. BASDA is recognised as the voice of the UK's business software industry, communicating the opinions of its members and safeguarding their best interests. It is also an invaluable interpreter of legal and regulatory changes and the impact of these requirements on business software solutions. I look forward to representing BASDA and the great work that it does for the industry."
Access Accounting has been a member of BASDA for more than ten years; during this time Kevin has played a significant role in initiatives such as the BASDA Code of Practice and the new BSI PAS76 standard for VAT Accounting. In his new role he will be engaging directly with the Government and other decision making authorities in the UK and worldwide on behalf of the software industry.
